U.S. SEC sets meeting to propose Reg Crypto to support certain digital assets offerings

“We view this as the first of several rulemakings the SEC will undertake to provide regulatory certainty for crypto assets after the Senate failed before the August recess to advance the Clarity Act on crypto market structure,” TD Cowen analyst Jaret Seiberg wrote in a client note sent after the SECs notice. The proposal is expected to give a path to crypto firms enabling them to raise capital for projects without triggering SEC registration requirements, and the businesses are also expected to be provided an exit path for getting clear of the agencys jurisdiction when theyre not engaged in hands-on management of the projects anymore. Before this, Atkins and the agency had rolled through a lengthy series of crypto policy statements meant to clarify its regulatory position on digital assets, but the staff statements have little long-term durability. A formal rulemaking would be more difficult to reverse in the future. But the rule will likely take further months to develop and finalize. This first stage will come with a comment period — typically two or three months — and be followed by a potentially lengthy rewrite. Reg Crypto would join some of the other significant steps the agency has taken or is still working

Bitcoin's 'strongest hands' are back, on-chain data show

SummaryThe number of bitcoin wallets holding at least 10,000 BTC has risen to 90, a six-month high, signaling renewed accumulation by large investors.Since July 29, wallets holding between 10 and 10,000 BTC have added about $1.5 billion in bitcoin, while smaller “micro” wallets have been shrinking amid security fears and regulatory delays.Analysts at Santiment say this rotation of coins from smaller holders to so-called strong hands has historically preceded major price moves and now tilts the odds toward an upside break above $70,000. Bitcoins elite holders are quietly loading up again. The number of wallets holding at least 10,000 BTC has climbed back to 90, a six-month high, according to analytics firm Santiment. Over the past eight weeks alone, the count of these “whale” wallets has risen by six, a 7.1% increase. The move builds on a broader accumulation trend first flagged four days ago. Since July 29, wallets in the 10–10,000 BTC range (whales and sharks) have accumulated BTC worth $1.5 billion. Santiment noted at the time that the pattern of larger players accumulating while smaller holders sell raised the odds of a move above $70,000 versus a drop below $60,000. Meanwhile, “micro” wallets have been steadily shrinking throughout August. Santiment links this

CFTC case paused until criminal proceedings conclude US District Judge Andrew Carter granted prosecutors‘ request on Aug. 10 to stay the Commodity Futures Trading Commission’s civil case against Gannon Ken Van Dyke, an active-duty US Army Special Forces master sergeant. The civil proceeding will remain paused while the Justice Department pursues its criminal case over substantially the same alleged conduct. Prosecutors asked for the stay in July, arguing that allowing both matters to advance could create complications because they involve overlapping evidence, witnesses, and legal questions. Van Dyke opposed the request and sought to defend both cases at the same time. Carter nevertheless concluded that pausing the civil action pending the criminal case was appropriate. ONDO faces fresh $1.4M Coinbase supply: Can exchange outflows protect $0.345?

Ondo [$ONDO] faced renewed supply concerns after its team-linked wallet deposited 4.019 million tokens worth roughly $1.4 million into Coinbase. The wallet had received 20 million $ONDO one day before making the exchange-bound transfer. Part of that newly received allocation moved directly into an environment where holders could access market liquidity. However, the transaction did not confirm a sale, since exchange deposits alone cannot establish the wallets eventual action. The wallet also retained most of the 20 million $ONDO allocation after transferring only 4.019 million tokens. Still, the Coinbase destination increased the relevance of the movement for $ONDOs near-term exchange supply. Broader market flows presented a different picture, however, with exchange withdrawals continuing to offset incoming supply. $1.09 million outflows counter fresh supply Broader $ONDO flows had leaned toward withdrawals, creating a notable contrast with the team-linked Coinbase deposit. Spot netflows reached approximately -$1.09 million on the 9th of August, meaning withdrawals exceeded exchange inflows during that session. The latest $1.4 million team-linked deposit, however, exceeded August 9s net outflow in nominal value. Yet, sustained negative netflows could gradually absorb additional exchange-bound supply if withdrawals continued across subsequent sessions. The balance, therefore, depends on persistence rather than a single daily reading. Source: CoinGlassCan the 0.618 Fib protect $ONDO? $ONDO had retraced

BTCPay Server supporters offer up to 3 BTC for recovery bounty after critical exploit

Quick TakeBTCPay supporters committed to a recovery bounty of 10% of recovered funds, capped at 3 BTC for full recovery.A critical vulnerability in BTCPay versions before 2.4.2 allowed attackers to obtain LND admin macaroon credentials, enabling control of connected wallets and nodes, BTCPay disclosed on Monday. Supporters of BTCPay Server, the open-source bitcoin payments processor that recently disclosed an exploit, have committed to supporting a recovery bounty of 10% of any funds recovered, capped at 3 BTC for full recovery, according to an announcement on Monday. BTCPay Server announced on Friday that a critical vulnerability was being actively exploited and urged users to update their servers to version 2.4.2. In a security advisory, the firm noted that all BTCPay versions “prior to 2.4.2, including 2.4.2 release candidates” were vulnerable to the attack. “The vulnerability allowed an attacker to obtain LND admin macaroon credentials from affected instances and use them to access connected LND wallets,” the project wrote on X. In other words, a security flaw let attackers steal the master access keys from certain Bitcoin payment servers, giving them full control over any linked Lightning wallets. A Lightning macaroon is a digital authentication token and credential file used by bitcoin nodes. “Users of other Lightning
