Treasury will let states file for stablecoin approval before finishing their rules

Treasurys Sept. 30 rule lets states preserve a path toward stablecoin-regime approval while their rules remain unfinished, by filing an initial certification on time and completing the work before substantive review. The interim final rule sets forms and review procedures for the Stablecoin Certification Review Committee, the federal body that reviews state stablecoin regimes. The Committee says conditional or incomplete certifications can satisfy the initial filing timeframe, even when additional state legislative or regulatory action is planned. The rule took effect Sept. 30, but says certifications will not be accepted until after Paperwork Reduction Act approval of the information collection. Treasury will post a notice announcing when acceptance begins. The flexibility matters for state-qualified payment stablecoin issuers with no more than $10 billion in consolidated outstanding payment stablecoin issuance. They may opt for state regulation if the state regulator certifies that its regime meets Treasurys substantial-similarity criteria and the Committee unanimously approves it as meeting or exceeding the standards and requirements in section 4(a) of the GENIUS Act. Treasurys separate proposal on substantial similarity addresses the standards used to compare state and federal regimes. The September procedural rule does not finalize those principles. How a filing reaches substantive review A conditional filing can be amended at

Polygon Stablecoin: Can Crypto Checkout Win Over Merchants?

Polygon introduced Crypto Checkout on 1 October 2026, a merchant payments product that brings stablecoin and other digital dollars into everyday checkout. Users may employ various supported wallets, tokens, and blockchain networks, while businesses can select the assets they receive. Merchants can set settlement in assets such as USDC and USDT, and the checkout flow aims to coordinate conversion and cross-chain routing without requiring a separate integration for each payment path. This is not merely another crypto payment button. It aims to separate the asset and network a customer uses from the stablecoin a merchant prefers to receive. This approach reduces fragmentation that might block a purchase even when the buyer has adequate funds. Introducing stablecoin payments at checkout, now live in Polygon OMS. Add ‘pay with crypto’ to the checkout you already run. Customers can pay across wallets, tokens, and chains without leaving your store to swap, bridge, or cash out. XRP News: Three Amendments on XRPL Lending

In XRP news, the XRP Ledger has opened validator voting on LendingProtocolV1_1. The amendment would introduce closed-ended lending vaults. It would also recognize interest when borrowers pay, rather than when loans originate. This vote alone will not launch XRPL lending on mainnet. The amendment needs support from more than 80% of trusted validators. That support must hold for two weeks. Two other amendments, LendingProtocol and SingleAssetVault, must also pass. So this is not a simple vote on a vault feature. It is one governance gate in a rollout of three amendments. Clearing a single stage sets no launch timetable. It also says nothing about the demand for the eventual lending service. LendingProtocolV1_1 is open for validator voting. It introduces closed-ended vaults and cash-basis accounting for XRPL lending, and it must activate before LendingProtocol and SingleAssetVault can proceed. Ghana crypto market hits $21B, fifth in sub-Saharan Africa

Ghana has become sub-Saharan Africas fifth-largest crypto market, with annual digital-asset transactions estimated at roughly $21 billion as regulators prepare to bring a fast-growing stablecoin and trading market under formal supervision. The International Monetary Fund reported that Ghana‘s crypto sector has become large enough to create new licensing and supervision challenges for the Bank of Ghana and Securities and Exchange Commission. Estimates cited from the Fund’s technical-assistance work suggest 8% to 17% of the population has bought or sold crypto, while annual transaction activity is around $21 billion. MetaMask security scare pushes Ethereum validator exits to a nine-month high

MetaMask is pulling thousands of Ethereum validators after a security breach redirected rewards, creating a network-wide backlog for stakers trying to exit. Related Asset Ethereum #2 ETH · $2,681.26 24-hour change: down 0.01% Loading price history… 24H Down 0.01% 7D Down 0.04% 30D Up 9.42% Onchain security researcher Kaden said about 17,000 MetaMask-operated validators holding roughly 523,000 ETH were proactively exited after an analysis found that transaction-fee rewards from 18 of 19 validators that proposed blocks had been diverted to an address funded through Tornado Cash, an Ethereum-based privacy protocol that allows crypto transactions to be mixed and anonymized. The attacker appears to have captured only about 0.36 ETH, according to Kaden. The bigger concern is how the attacker gained enough access to alter fee recipients and whether that access extended to validator signing keys, which could trigger slashable behavior. Related Product MetaMask A crypto wallet withdrawal keys. That separation would prevent an attacker with only validator-level access from withdrawing the underlying stake, but it would not eliminate the possibility of penalties if signing keys were compromised and misused. Kaden said 821 potentially affected validators had not yet exited, including three among those whose fee rewards were allegedly diverted. It remains unclear why they are

XRP Price Forecast: Can XRP Reach $25 by 2030?

A $25 XRP price forecast for 2030 would require a dramatic repricing. From about $1.47 on October 1, 2026, XRP would need to rise roughly 1,588%. The token is now trading lower on the day, down about 3.4% in the last 24 hours. The $25 target remains one analyst scenario, not a market consensus. So what would have to change to make it realistic? At $25, XRP‘s market cap would reach about $1.58 trillion, up from roughly $93 billion today. That would put it close to Bitcoin’s current valuation of about $1.69 trillion. Put Your Money Where Your Mouth is On PolymarketRipple in 4 Years: What Would a $25 XRP Price Require? The forecast points to XRPs history of sharp moves, including a 46% rally over 90 days. Still, the token remains far below its $3.65 all-time high from July 2025. Reaching $1.58 trillion would take a major expansion of the overall crypto market, large market share gains for XRP, or both. A separate XRP forecast comparing a $5.40 target with the $25 projection shows how far apart analyst expectations still are. For the four-year target, the market-cap arithmetic is the harder hurdle: reaching $1.58 trillion would require broad crypto-market expansion, substantial XRP share gains,

Bitcoin to $113,000? Citi raises forecast as ETF demand returns

Citigroup has raised its 12 month Bitcoin forecast to $113,000 and its Ether target to $3,028 as ETF inflows return and crypto markets recover from their midyear slump. SummaryCiti raised its 12 month Bitcoin target from $82,000 to $113,000 and its Ether forecast from $2,240 to $3,028.The bank expects $5 billion in crypto inflows over the next year as advisers and brokerages gradually raise Bitcoin allocations.U.S. spot Bitcoin ETF flows have returned to positive territory for 2026 after recording $5.8 billion in net outflows by mid July.Citi said Treasury bond buybacks and subsequent SEC rule announcements helped improve the backdrop for crypto markets. According to Reuters, Citi lifted its Bitcoin estimate from $82,000 and raised its Ether forecast from $2,240 in a Wednesday note, citing stronger crypto activity, a more supportive macroeconomic backdrop and renewed demand through exchange traded funds. Bitcoin was trading near $84,000 at the time of the report, putting Citi‘s new target roughly 35% above current levels. Ether changed hands around $2,700, leaving the bank’s $3,028 estimate approximately 12% higher. The revisions reverse part of Citis more cautious outlook from July. As crypto.news previously reported, the bank had cut its Bitcoin target to $82,000 from $112,000 and lowered its Ether forecast
