New York, Wyoming regulators sign pact to coordinate crypto oversight

New York and Wyoming financial regulators have signed an agreement to coordinate oversight of crypto companies operating across both states, including licensing, examinations and potential enforcement actions. The Memorandum of Understanding (MOU), announced Thursday by the New York State Department of Financial Services (NYDFS) and the Wyoming Division of Banking, applies to firms already regulated in either state and those seeking approval in both jurisdictions. Under the agreement, the regulators will share analysis and historical examination data to streamline applications, coordinate examination schedules and work toward joint examinations of companies operating in both states. The agreement also provides an expedited pathway for certain firms already regulated in one state that seek approval in the other. Companies operating under an existing license or charter for at least three years and not subject to enforcement action could receive an expedited review, with the second regulator aiming to reach a decision within six months. The MOU establishes protocols for sharing supervisory reports, market trend data and notifications about potential enforcement actions. The regulators will periodically share investigative information and may undertake enforcement actions jointly, in coordination or separately. The agreement links two states that have historically taken different approaches to crypto regulation. New York has maintained its BitLicense

Bitcoins October outlook hinges on $82K support, analysts say

Bitcoin has surrendered a post-inflation rally above $85,500 to trade around $83,500, according to ViaBTCs Jeff Ko, as analysts have identified $82,000 as the key support level entering October. Jeff Ko, chief analyst at ViaBTC, and Lacie Zhang, research lead at Bitget Wallet, told crypto.news that Bitcoins October performance will depend on institutional demand and U.S. economic data, with both identifying $82,000 as a key downside level. In Ko‘s account, Bitcoin rose more than 2% immediately after the latest Personal Consumption Expenditures inflation release, briefly moving above $85,500 before giving back the advance. Zhang’s October forecast puts the trading range between $78,000 and $95,000, conditional on demand holding up against inflation and interest-rate risks. Bitcoins $82,000 support sits near liquidation exposure For Ko, $82,000 matters because liquidation clusters become much thinner below that price. Zhang places the main downside liquidation zone between $82,000 and $82,500 and warns that losing the area could accelerate a decline toward $80,000. Earlier CoinGlass data showed a similar concentration of leveraged positions. A Sep. 29 report identified a dense liquidation band around $82,300–$82,600, with another concentration near $85,400–$85,700 above the market. Under Zhangs bullish scenario, Bitcoin must hold $82,000 and reclaim $87,500 before a move toward $95,000 becomes possible. She also

Illinois agrees to delay 0.2% crypto tax until July 2027

Illinois has agreed to seek a six-month delay to its 0.2% crypto transaction tax, moving the proposed enforcement date from Jan. 1 to July 1, 2027, according to an agreed court motion. The joint court motion asks for a preliminary injunction preventing the January rollout. Illinois submitted the agreed request with the plaintiffs, the Digital Chamber and the Illinois Blockchain Association, proposing July 1, 2027, as the replacement date. The filing describes an agreement between the parties to request court relief, rather than a final judgment on whether the tax is lawful. Under the requested timetable, enforcement would be postponed while the legal challenge continues. Illinois crypto tax delay follows compliance objections In their earlier request for a preliminary injunction, the Blockchain Association and Crypto Council for Innovation argued that preparing for the January deadline would force their organizations and members to spend millions of dollars on compliance. According to the Blockchain Association and Crypto Council for Innovations injunction request, companies faced an accelerated timetable for building systems to comply with the Digital Asset Tax Act. The groups also argued that the industry would suffer irreparable harm even if businesses completed that work before implementation. Their request sought to prevent enforcement while the court considered the
