How Poland's $424 Million Venezuela Oil Deal Went Wrong After USDT Payments

On January 5, 2024, a man walked into the Hotel El Avila in Caracas Venezuela carrying a USB stick. On it sat about $60 million in Tether (USDT). The money came from Polands state-controlled refiner. The oil it paid for never arrived.

According to the Financial Times, Polands state refiner Orlen lost roughly $424 million, and three of its former managers are now facing criminal charges.

A Deal Struck on a Yacht

It started in Abu Dhabi in November 2023, during the Formula 1 weekend. The head of Orlen Trading Switzerland met a 25-year-old Hong Kong trader on a yacht.

On November 29 they signed. Orlen‘s Swiss unit would buy 6 million barrels of Merey 16, Venezuela’s cheap heavy crude, for $345 million.

Within five days it wired $230 million. No collateral. No bank guarantee.

The Money Became a Token

US sanctions had locked Venezuelas state oil firm PDVSA out of the dollar banking system. So the cash was swapped into USDT, a digital token pegged to the dollar, and pushed through brokers in Dubai.

More than $132 million in USDT was then handed over inside Caracas hotels and restaurants, one USB drive at a time. One conversion of $135 million produced only $85 million. The missing $50 million is stuck in a UAE court.

None of this was new. BeInCrypto reported in April 2024 that Venezuela had turned to Tether to keep its oil money moving.

The Ships Waited, and Waited

Six chartered tankers sat off Venezuela for months. They left empty or went to other buyers. The shipping bill alone came to about $72 million.

PDVSA says it never saw a cent.

“…did not allocate any cargoes to Orlen or its intermediaries because it had not been paid,” Reuters reported, citing PDVSA.

Warsaw prosecutors charged three former executives on August 7 with failing to protect 1.5 billion zloty, or $378 million, of company assets. They face up to 25 years.

Here is the uncomfortable part. Crypto is the detail everyone is repeating. The money was already lost the moment a state company wired $230 million to strangers with nothing to hold.
