Binance has signed two memorandums of understanding with Kazakhstan to advance digital finance, including work toward a possible stablecoin, according to a report citing the Kazakh ministrys press service. The agreements were reached on 4 September 2026 during a meeting between Binance founder Changpeng Zhao and Deputy Prime Minister Jaslan Madiev at the Alem.ai International AI Center in Astana.

What the Memorandums Cover

The first memorandum was signed with the Ministry of Artificial Intelligence and Digital Development and covers cooperation on digital assets, digital and computing infrastructure, and innovative payment solutions. Key areas include exploring the issuance of a stablecoin in Kazakhstan, building infrastructure for payments using digital assets, improving tax and judicial approaches in the digital-asset sector, and introducing new products and services.

The second memorandum was signed with the Astana International Financial Centre and focuses on cooperation under the AIFCs Investment Tax Residency Program. Zhao said Kazakhstan is demonstrating “very dynamic development of the digital economy,” adding that he was impressed by the scale of projects combining technology, education, infrastructure and new approaches to urban development.

Kazakhstans Expanding Crypto Framework

The memorandums deepen a relationship that has already produced concrete policy moves. Kazakhstan has previously worked with Binance on crypto adoption and payments, and in August it introduced mining rules that fund a central bank-backed crypto reserve. The government has also been developing a digital tenge and positioning the country as a regional hub for digital assets. In early 2026, President Kassym-Jomart Tokayev signed a law governing banks and digital assets, and the government launched the Alem crypto reserve with Binance as a strategic partner.

A Deeper Government Partnership for Binance

For Binance, the memorandums mark another step in its push to anchor national digital-finance programs rather than operate only as an exchange. The ministry said the agreements show Kazakhstan moving from building a regulatory framework to the practical implementation of digital financial solutions, specialized training, and a stronger position as a digital-finance hub. The memorandums do not create binding obligations, but they formalize a working relationship between one of the worlds largest exchanges and a government that is actively courting digital-asset businesses. The parties did not set a timeline for a potential stablecoin launch, and the plans remain exploratory rather than a completed product.
