Garlinghouse Renews US Crypto Leadership Call

H.R. 3633, formally called the Digital Asset Market Clarity Act of 2025, would establish a federal market structure for digital assets by giving the CFTC authority over spot markets for qualifying digital commodities while preserving SEC oversight of securities. After the House passed the bill in July 2025, it moved to the Senate. Majority Leader John Thune (R-SD) filed an Aug. 8 cloture motion seeking to advance the bill to formal consideration, according to the Senate cloture record for the bill.

Ripple executives had urged lawmakers to complete the legislation weeks before the White House meeting. Their campaign for the CLARITY Act included Garlinghouse‘s statement: “My thoughts exactly… Perfect can’t be the enemy of good.
