China Puts Crypto on Its Anti-Corruption Hit List

요약:China's Communist Party orders investigators to chase crypto bribes and offshore money, and tightens its grip on tech firms.

Chinas Communist Party has put crypto on the target list of its anti-corruption campaign. A resolution published Sunday orders investigators to chase graft that moves through virtual currency, blockchain and money sent abroad.

The order changes no law, since crypto trading is already banned on the mainland. The risk falls on officials, their families and fixers. Those are the people who park hidden wealth in digital coins or offshore accounts.

Investors in Chinese tech firms face a second change, with more Party oversight inside platform companies.

China is Targeting Crypto in a New Way

The resolution was adopted on October 29 at the Fifth Plenum, a closed-door meeting of the Partys top leaders. Its English translation, released by Xinhua, runs to about 14,000 words.

Crypto gets one sentence.

“We will also resolutely combat corruption committed via the internet, virtual currency, cross-border capital, and blockchain.”

The same passage names “white gloves,” middlemen who front for officials. It also targets “revolving door” deals, where officials join businesses after they retire.

Officials whose family wealth far exceeds their income will be examined. Businesses run by their spouses and children face regular checks.

Crypto is a Poor Place to Hide a Bribe

Blockchains are public ledgers. Every transfer stays on record, so coins can be traced years later.

Former senior Chinese financial official Yao Qian learned this. He once ran the central banks digital currency institute, which built the state-run digital yuan. He was placed under investigation in April 2024.

State broadcaster CCTV reported in January that Yao took 2,000 Ethereum (ETH) from a businessman in 2018. His crypto bribes were worth about 68.3 million yuan ($9.8 million) at Ethereums peak, according to local media.

Investigators followed the coins from wallet to wallet. Then they found bank accounts Yao controlled under other peoples names.

The new resolution calls for a big-data platfo rm to monitor how officials use power. It also pledges to chase fugitives and recover stolen assets abroad.

What Changes for Tech Firms and Crypto Markets

The document also reaches into private business. It calls for a stronger Party presence inside platform companies and high-tech firms. Party branches at internet companies will come under closer management from above.

At state-owned companies and financial firms, Party committees will review major business decisions before they are made.

For crypto, the order adds little new. It sets no deadline, names no cases and carries no penalties. A February notice from eight agencies had already widened Chinas crypto ban to stablecoins and asset tokenization.

Beijing is still building blockchains of its own. Its new economic blueprint, released in October, plans a national blockchain network.
