Circle CEO Shrugs Off Bitcoin's Slump and Pitches Digital Dollars for the AI Era

Zusammenfassung:Circle CEO Jeremy Allaire shrugs off Bitcoin's slump and pitches digital dollars for AI payments as GENIUS Act rules near.

Circle CEO Jeremy Allaire waved off questions about Bitcoin (BTC) underperforming this year in a CNBC interview, saying he is focused on non-speculative digital dollars built for a future where AI software moves the money.

The Office of the Comptroller of the Currency (OCC), a federal banking regulator, is finalizing rules for the GENIUS Act, the 2025 law governing dollar-pegged stablecoins. Allaire says that cements his sectors role, while noting other crypto areas may face questions.

Why Is Circle‘s CEO Looking Past Bitcoin’s Price?

CNBCs Seema Mody asked why Bitcoin has lagged this year if crypto is the future.

“I don‘t pay much attention specifically to like these sort of specific digital commodities, how they’re trading, etc.”

Allaire, CNBC

He described digital dollars as tools for payments, trading, lending and investing rather than speculation. Stablecoins are designed to hold a steady $1 value, so they do not track Bitcoins price swings.

He also pointed to growing activity on blockchains such as Arc, which Circle launched in September.

Why Would AI Agents Need Digital Dollars?

Allaires broader pitch is that AI agents, software that completes tasks on its own, will take on more economic activity. He argues that shift creates demand for digital dollars and machine-built blockchains, the infrastructure Circle builds.

However, he offered no figures for that demand.

Meanwhile, the rules bear directly on Circle, the issuer of USD Coin (USDC), Allaire said.

The OCCs proposal would require reserves at least equal to outstanding stablecoins and redemption at par within two business days, according to Orrick. The proposal would also bar issuers from paying holders interest.

Allaire says the law is safe from the midterms because it drew bipartisan support. However, 18 Senate Democrats backed it in 2025, while House Democrats split 102 to 110 on final passage.

Meanwhile, Congresss broader market rules bill, the failed CLARITY Act, never cleared the Senate.

Competition is arriving too, as banks suddenly want stablecoins and 21 institutions have committed to a joint issuer.

Stablecoins now have federal rules and new rivals at once, while broader crypto rules remain unsettled.
